The building of a road to Planina Laz in the Triglav National Park is the most cruel building activity in the park in 2005.
Events before the pictures were taken:
2003: With no agreement from the Triglav national park authorities but with support from the Zavod za gozdove Slovenije (Institution for the forests in Slovenia) - as urgent intervention that will enable economic exploitation of economic forests - the "unknown doers" perform the widening of the old footpath from the road to Blato towards Planina pri Jezeru and a litle bit further to planina Dedno polje (all in the central part of the Triglav national park). The action triggers a wide anger among the mountaineers and the non-governmental organisations for nature protection. The officital state inspectors do not react - the doers do not receive even a score.
08-June-2005: The inspection of the Triglav national park authority detects an illegal and very intensive intervention in the central part of the park between the Planina pri Jezeru and planina Laz. The authorities made a claim to inspection of the environment, the forestry inspection and the police on the same day. The data on the doers are sent to all of them on 13-June-2005. The news of the vandal intervention is known among the non-governmental organizations fro nature protection and the media.
17-June-2005: that is after nine days the building inspector from Kranj made a decision based on the Law of building objects (ZGO-1) and Law of general official procedure (ZUP). The decision no. 06122-231/2005 orders the doers to remove illegali built object and restore original state until 7-July-2005.
18-June-2005the secretary general of MWS received a copy of the letter sent to Tomaž Ogrin from Ms Bojana Pohar - the chief inspector of environment. The letter states that the building inspector already acted and that the building inspector would make a decision based ot the Law of building objects.
The secretary general of MWS immediatelly sent a letter to the chief inspector of the environment with a request to inform the public and the non-governmental organizations about the decision of the building inspector. The letter also requests that decisions of the inspector of the environment should also be known or the reasons why the inspector for environment dis not act at all. The letter also claimed that the article 16 of the Law of the Triglav national park assigns the plan to restore the ruined ares to the Triglav national park authorities. The law claims that the wrongdoers should pay for the activities to restore the damaged sites. The answer from the chief inspector has not arrived yet!
18 and 19-June-2005 the Triglav national park inspectors detect that the wrongdoers still perform activities on the sites. The "restoration" was made extremely shabby - in fact the wrongoers were only making changes permanent - covering the track wig dry grass and hay for visual impact only.
28-June-2005 the Triglav national park authority makes a notice of the known wrongdoers to the police in Kranj, inspection for environment and forestry inspection.
Situation on 29-June-2005:

The entrance gate is opened. There is no heard present.

Planina pri Jezeru... there was a road made near the mountain hut of PD Integral. The results of erosion are clearly seen.
The havock in the central part of the national park

The location of the vandal building intervention is in the very central part of the park, protected by the Law of the Triglav national park and Law on nature protection.
The wrongdoers can not claim not to be aware of activities in the location of regime with special protection by many regulations. At the beginning of their "skidding track" where machines had to pass from the Planina pri jezeru is a big and noticable panel Triglav national park.

The track is extremely widened. The grass on the edges is not returned to original state now being exposed to erosion. The track is coverede with dried grass or hay.

This is the original pastures path. It is barely noticable.

Planina Laz.
Planina Laz could be a monument of world heritage in the honour of the Bohinj and Slovenia. It could be a monument of an old pasture culture of the Julian Alps. It is now in danger to become a bunch of leasure buildings and modern savages roaring around with all terrain vehicles in the very hart of the Triglav national park.
On 29-June-2005 when these pictures ware taken, there was no one there except a small herd of goats that were grasing there.
